The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area and its nearly eight million residents. ABOUT THE SECTION
MTC-ABAG’s Legislation and Public Affairs (LPA) section is responsible for government relations, public information, and strategic communications for MTC and ABAG. This includes public outreach, press engagement, and intergovernmental relations – ensuring the agencies’ decision-making is informed by the Bay Area public and that MTC-ABAG’s policy positions are effectively communicated and supported across all levels of government and the public. Within LPA, the Legislative team spearheads MTC and ABAG’s advocacy work. They track and analyze policy developments, propose legislative initiatives, and implement advocacy and communication strategies to influence regional, state, and federal legislation, with a focus on transportation and land use in the Bay Area.
ABOUT THE ROLE
The Legislative Analyst is part of MTC’s legislative team, responsible for legislative advocacy and strategy development for MTC and ABAG at the regional, state, and federal levels. The role involves analyzing policy proposals, drafting legislative initiatives, coordinating with internal departments, and building coalitions to advance sustainable transportation and housing priorities. The position also serves as a subject matter expert and represents the agencies in key public forums and before legislative bodies.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Track and analyze legislative and budgetary proposals at the state and federal level affecting transportation and land use policy in the Bay Area.
- Support development of MTC and ABAG advocacy strategies, leading the analytical work or coordinating to do so across the agency’s various departments.
- Initiate ideas for MTC-ABAG to pursue legislatively, including drafting initial legislative concepts and identifying potential bill authors and allies.
- Design and lead advocacy campaigns for complex regional policy issues, specifically related to sustainable transportation and housing.
- Identify and facilitate partnerships with private sector stakeholders, transportation providers, and community organizations to support legislative goals.
- Serve as a technical expert for senior staff as well as other agencies and outside organizations at the regional, statewide and national level.
- Prepare memos and presentations for the MTC-ABAG boards regarding legislation.
- Represent MTC-ABAG in local, regional and statewide forums, including legislative committees at the national and state level.
QUALIFICATIONS
KNOWLEDGE, SKILLS, & ABILITIES
The ideal candidate will have the following knowledge, skills, and abilities:
- Expertise in transportation and land use policy and legislation at both state and federal levels and in-depth knowledge of California’s legislative and budget processes.
- Proven proficiency in legislative advocacy and coalition leadership, including strategy development and stakeholder engagement across diverse interest groups.
- Ability to investigate, analyze and interpret complex transportation-related legislation and programs for broad audiences.
- Excellent oral and written communication skills, with ability to distill complex legislative and technical content into clear, compelling and accessible presentations.
- Exhibits diplomacy in representing MTC-ABAG to a range of audiences, including elected officials and staff, regional partners and special interest groups.
- Demonstrated ability to build strong working relationships and collaborate across agencies, sectors, and political and policy perspectives.
- Ability to make timely decisions, work with ambiguity, and achieve results within complex organizational structures.
- Exercises initiative, sound judgment, and makes decisions within established procedures.
- Consistently maintains confidentiality and professional discretion.
MINIMUM QUALIFICATIONS
Any combination of training and experience that would provide the required knowledge, skills, and abilities listed. A typical way to obtain the required qualifications would be:
Education and Experience: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in planning, civil engineering, environmental science, communications, business or public administration, or a related field and five (5) years of increasingly responsible professional experience in a field related to assigned area of responsibility. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.
PREFERRED QUALIFICATIONS
Preferred Education: Completion of a Master's degree in a relevant major, such as Public Policy, Public Administration, Law Degree, or Planning, from an accredited college or university or a Bachelor's degree with an equivalent combination of education and experience. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.
Preferred Experience: 1) Working independently to lead or direct state legislative advocacy or working in a legislative office shaping legislation 2) direct involvement in transportation and/or land use policy development and advocacy; and 3) building coalitions and coordinating across sectors, including public agencies, stakeholder groups and advocacy organizations.
