MELE Associates, Inc. is seeking a National Security Analyst to support the National Nuclear Security Administration (NNSA) Office of Counterterrorism and Counterproliferation (NA-80), Office of Nuclear Threat Science (NA-82) in the Washington, D.C. area. NA-82's Applications Division requires support in managing Nuclear Threat Reduction (NTR) engagements with key domestic and foreign government partners. The individual will assist in providing strategic oversight of NTR engagements, assistance in logistical, protocol, and security matters related to international engagements, and coordination within a wider community of Mutual Defense Agreement (MDA) stakeholders.
They will also support broader threat and risk assessment projects concerning emerging technologies and over-the-horizon threats, particularly the nuclear security implications of artificial intelligence and open-source information. This is a full-time position and is contingent upon Federal approval.
ESSENTIAL FUNCTIONS
- Assist NA-82's Application Division with oversight, management, and facilitation of Nuclear Threat Reduction (NTR) relationships with the United Kingdom and France, as well as key USG stakeholders.
- Serve as an NA-82 point of contact for internal DOE/NNSA, external USG Interagency, and international partners within the U.S.-UK and U.S.-France Mutual Defense Agreement (MDA) frameworks, including action officer groups, NTR working groups, strategic reviews, and planning activities.
- Develop and coordinate meeting scopes, strategic plans, and presentations for NTR engagements in collaboration with key DOE/NNSA and laboratory program managers.
- Review and provide recommendations on classification and transmissibility of documents for international exchanges. Facilitate transmittal and control of U.S. and foreign government information to support international exchanges.
- Provide guidance and training to the wider NTR community to ensure alignment with applicable legal, policy, administrative, and management frameworks governing international engagements.
- Provide operational and logistical support for NTR engagements, including clearance passing, meeting approval, document reviews, and other NA-82 MDA/NTR oversight functions.
- Provide project support to NA-82 Applications Division on intelligence and threat analysis projects.
- Support NA-82 Applications Division engagement with external USG Interagency partners—such as the IC, DOJ/FBI, DOE/NNSA partner offices—as well as international partners.
- Provide management support to NA-82 Applications Division projects and analysis at the national laboratories; Action tracking/laboratory task management.
- Assist with annual program reviews, quarterly laboratory reviews, end-of-year reviews, and other oversight and management efforts pertinent to the NA-82 Applications Division.
- Support preparation and execution of international technical exchanges on NA-82 Applications Division and broader NA-82 projects and programs.
MINIMUM QUALIFICATIONS
- Bachelor's degree in public policy, national security, international affairs, or related policy or technical field.
- Active DOE Q clearance; ability to obtain SCI access.
- At least two years of relevant experience in national security, nuclear/radiological security, and international programs.
- Detail-oriented with strong communication skills.
- Proven ability to communicate effectively both in written and verbal communications and briefing products.
- Ability to operate as part of a hardworking, dynamic team.
LOCATION: This is a full-time onsite position in Washington, DC. Travel to the national laboratories and other domestic or international sites may be required up to 20%.
SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate's related knowledge, skills, and abilities for the position.
