Job Description
In response to Government solicitations the Intelligence & Security (I&S) Sector pursues as bid, the Proposal Specialist is responsible for the management of activities with the development of quick-turn and Task Order proposals typically valued at greater than $18M.

Primary Responsibilities:

• Works independently to develop proposal outlines, compliance matrices, proposal schedules, and proposal templates and provides direction to cross-functional teams assigned to work proposal efforts.
• Ensure that the proposal response is compliant, compelling, and completed on schedule while working with the Capture Manager or Ops Lead to ensure the strategies, solutions, strengths, and discriminators are presented in the proposal response.
• Ensures that proposals are completed and delivered to the Government within the prescribed times.
• Analyzes RFP requirements, and develops or verifies RFP/Proposal compliance matrix and develops format guidance and templates for proposals.
• Performs desktop publishing tasks such as reformatting proposal documents to ensure proper proposal styles, fonts, and graphics are being used.
• Coordinates final production to RFP specifications and assists in administration and operation of web-based collaborative tools for proposal development.
• Responsible for organizing proposal team activities such as arrival of team members, daily status calls, color review teams, and catering.
• Develops all proposal development materials including but not limited to proposal templates, proposal kick-off meeting materials, color review inbriefs and debriefs.
• Reviews proposal sections developed by members of proposal teams providing guidance, recommendations, and editing sections as appropriate.
• Reviews and analyzes solicitation and related documents ensuring final proposal product is compliant and delivered on schedule.
• Building a repository for Operations of reusable, boilerplate artifacts and templates. This will also help with growth and development within the PRO.

Required Education, Experience, & Skills

• Bachelors degree and four years minimum 1:1 or comparable experience or equivalent combination of education and experience
• Candidates must be able to work with staff at all levels of the company
• Manage multiple tasks simultaneously and efficiently
• Understanding of Shipley or similar proposal development process
• Ability to maintain calmness and organization under pressure, while maintaining exceptional customer focus and attention to detail
• Advanced MS 365 Skills (Word required, Excel and PowerPoint desired)
• Advanced use of Microsoft SharePoint
• Familiarity with Generative Artificial Intelligence (GenAI) tools and concepts
• Excellent oral and written communication skills

Pay Information
Full-Time Salary Range: $81156 - $137964

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
