Description
Basic Commerce and Industries, Inc. (BCI) is seeking to fill a full-time, Senior Systems Engineer position in support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Integrated Combat Systems Department (V) and the Integrated Combat Systems (ICS) development effort for PEO IWS X. The ICS program is modernizing and converging the Aegis Weapon System (AWS) and Ship Self Defense System (SSDS) into a common combat system for surface combatants, aircraft carriers, amphibious ships, medium endurance cutters and unmanned surface vessels.

Telework: Minimal with Task Leader Authorization; this is not a remote position

Shift: Days ~0800- 1600
Experience Required:
Successful candidates must have a minimum of 15-20 years US Navy surface warfare experience gained while serving on active duty as a senior enlisted or officer on Aegis ships or ashore sites, SSDS ships or land based test sites, or a federal government or original equipment manufacturer (OEM) engineering experience working on defense programs, or a combination of both to meet the 15-20 years' requirement. Three (3) years of systems engineering experience is preferred with an emphasis on naval combat system software design, test and integration. Experience with Model Based Systems Engineering and/or Digital Engineering is required. Familiarity with Agile project management methodology, DevSecOps and Atlassian Tools (Confluence, Jira, Gitlab) is desired but not required. A formal degree supporting systems engineering or software engineering is a plus but not required. Two (2) years' experience with Microsoft Office Suite applications (Word, Excel, PowerPoint) is required.
Description of Duties:
This position will provide senior-level systems engineering and analysis support to the NSWC Dahlgren V10 ICS Lead Systems Engineer. Duties may include: (1) Providing technical review and recommendations on ICS systems engineering "V" issues to include concepts of operations, requirements, software architecture, detailed design, integration, test, verification, validation, training, fielding, operation and maintenance; (2) Leading systems engineering working groups or cross-organization product teams; (3) Conducting requirements analysis and traces; (4) Developing draft technical management and governance processes for the Program Office; (5) Developing courses of action, information and decision briefs for senior leaders (6) Providing technical assessments, evaluations, and analysis on System of System problems and their impact on the Warfighter; (7) Assisting with program certification activities, or (8) Translating Surface Navy culture and concepts to engineers with little or no military experience. The individual filling this role will function as part of and provide leadership to a collaborative team of subject matter experts and engineers assembled to accomplish the tasks listed above. Must have detailed knowledge of combat systems equipment and computer programs, excellent organizational skills and be able to perform efficiently and effectively on multiple projects under tight deadlines. Must have strong interpersonal skills and be able to communicate effectively, both verbally and in writing, with the BCI team and customers.
Minimal travel may be required.
